On July 5th, 2025 Eco Forum Global Guiyang themed in “Green Finance: Biodiversity Financial System Establishment and Resource Mobilization” was held in Guiyang. The forum, jointly hosted by Fudan University and United Nations Development Programme (UNDP), and co-organized by the Office of the Financial Commission of the Communist Party of China Guizhou Provincial Committee, Guizhou Branch of the People's Bank of China and National Financial Regulatory Administration Guizhou Bureau, aims to explore how to promote biodiversity protection and sustainable development via green financial policies and instruments, push forward the establishment of the biodiversity financial system and resource mobilization under the green finance framework, propose innovative solutions, enhance international cooperation and exchange, and build a community of shared future for humanity and nature. The conference was presided over by Yuejiang Li, Secretary of FISF Party General Branch and Secretary of the Branch Party Committee of the School of Economics.
In his speech, Qiang Wu, Standing Committee Member of Guizhou Provincial Party Committee, Executive Vice Governor of the Provincial Government, Director of the Provincial Financial Office and Secretary of the Provincial Financial Work Committee, proposed an initiative: firstly a broader vision to improve the green finance system; secondly further perfection of the green finance market; thirdly more practical measures to push forward the green transformation of industries; and fourth deeper expansion of regional and international cooperation.
Beate Trankmann, Resident Representative of the United Nations Development Programme in China, mentioned in her speech that the global biodiversity conservation is facing severe funding challenges. Accordingly, UNDP launched the “Nature Pledge,” aiming to speed up natural financing through three key transformations. She stated that currently they have received the letter of intent sent by Guizhou to conduct the “Biodiversity Finance Initiative” (BIOFIN), and that UNDP is now actively exploring innovative solutions for financing, evaluating the potentials of establishing a provincial-level biodiversity credit system, and actively guiding private investment to be directly used for protection and restoration of Guizhou’s unique natural heritage.
Li Jin, President of Fudan University and Academician of CAS, stressed in his speech that constructing a sound, efficient and innovative biodiversity financial system is a crucial strategic pivot to achieve the UN sustainable development goals and China’s Dual Carbon Goals (carbon peak by 2030, carbon neutrality by 2060). President Li Jin introduced the innovative practices of Fudan University on green finance research and the sustainable development concept from four dimensions of “disciplinary integration, talent gathering, practical implementation and united strength.” He pointed out that the exploration of Fudan University in the fields of green finance and biodiversity finance cannot be separated from its in-depth cooperation with Guizhou Province and Guiyang Municipality, and that Fudan University will deepen the collaborative development with Guizhou’s strategies with a more open attitude, providing support for the development of green finance by building platforms, nurturing high-end talents, launching innovative pilots and expand international cooperation.
Shiyi Chen, Distinguished Professor in Economics at FISF, Director of Fudan Institute of Green Finance and Director of Fudan Institute of Insurance Application and Innovation, sorted out the latest progress of biodiversity insurance development at home and abroad, offering suggestions and innovative attempts for domestic biodiversity insurance development in aspects of policy optimization, product innovation, technological empowerment and diversified fundraising.
Professor Shiyi Chen specially noted that 2025 is the 20th year since the concept that “lucid waters and lush mountains are invaluable assets” was proposed. Guizhou has been taking the lead nationwide in practicing this philosophy, giving green finance policies an unprecedented push. He disclosed that Fudan Institute of Green Finance has chosen Guizhou as the research demonstration pilot of biodiversity finance, which will provide more solutions for the green finance development in Guizhou.
At the forum, Erik Berglof, Chief Economist of Asian Infrastructure Investment Bank, gave a keynote speech entitled “the role of finance in biodiversity protection and measures taken.” Giovanni Ruta, Chief Environment Economist of World Bank China Country Office, gave a keynote speech entitled “biodiversity bond issuance and operation.” Jinlu Zhang, Deputy Director of Guizhou Provincial Rural Credit Union, gave a keynote speech entitled “application of green inclusive credit standards and biodiversity promotion action.” Jinnan Wang, Honorary President of Chinese Academy of Environmental Planning, Ministry of Ecology and Environment and Academician of CAE, gave a keynote speech entitled “value transformation of eco-products.” Michael Harvey, Minister-Counsellor for Financial and Professional Services, British Embassy Beijing, gave a keynote speech entitled “The resilience of business depends on the resilience of nature.”
Additionally, multiple key achievements were launched on the spot. In terms of theoretical achievements, Fudan Institute of Green Finance released the Guizhou Green Finance Development Report, which comprehensively summarizes and evaluates the development status of green finance in Guizhou, and offers targeted development suggestions upon the problems and challenges in the construction of 12 pilot counties in Guizhou; and UNDP issued the Chinese version of BIOFIN Work Manual 2024, constructing new paradigms to settle biodiversity financial issues for various countries. In terms of practical innovation, Guizhou Provincial Rural Credit Union launched biodiversity financial policies and products; and Ping An Insurance (Group) Company of China, Ltd. issued biodiversity insurance products.
In the roundtable dialogue, Chinese and foreign guests attending the forum held exchanges on topics of financing mode innovation and green financial practices in various countries. Nuyun Li, Chairman and Dean of Zhongguancun Green Carbon Sink Research Institute, and Yaoxian Wang, Director of International Institute of Green Finance, Central University of Finance and Economics, gave a keynote speech focusing on “progress of biodiversity credit international in China” and “collaboration between local practice and innovation in green finance and biodiversity protection.” Zhiqing Li, Executive Director of Fudan Institute of Green Finance, Chyi-Yun Huang, Senior Urban Development Expert of World Bank China Country Office, Dongwen Hu, Expert of Shanghai Academy of Ecology and Environmental Sciences, Nizhar Marizi, Director for Environmental Affairs, Ministry of National Development Planning, Indonesia, and Niran Nirannoot, UNDP BIOFIN Thailand Project Manager, took part in the roundtable dialogue, which was presided over by Fei Leng, BIOFIN National Coordinator, UNDP China Country Office.
