Give equal importance to motivation and regulation - building high-quality development in segmented fields of professional service industry
Firstly, building professional service clusters: Xuhui District can build clusters with its own advantages to attract high-quality enterprises, which can form a cluster effect and increase industrial competitiveness. Meanwhile, the clusters shall facilitate collaborative development among various professional service institutions, integrate upstream and downstream resources of the industrial chain and raise the quality and efficiency of the services.
Secondly, promoting technological innovation and integration: The government should support the development of the professional service industry by strengthening technological innovation encouragement on one hand, expand integration with other industries and broadening service fields; and formulating special support policies on the other hand, such as founding funds and providing subsidies for tax relief for the sake of boosting enterprise innovation and reduce their burdens.
Thirdly, enhancing industrial supervision services: It is important to perfect the regulatory mechanism, clarify responsibilities, enhance supervision during and after events and ensure the quality and safety of services. Stimulating enterprises to raise their service qualities and efficiencies, carrying on self-discipline and integrity construction, and uplifting the industry images. Meanwhile, providing enterprises with policy consultation, financing, market expansion and other services to settle difficult problems in development for them.

Suggestion 1: The government should make policies to encourage technological enterprises to set posts of “Chief Scientist” or “Chief Scientific Consultant”
Firstly, strengthening policy guidance: formulating policy documents to specify the qualification standards and responsibility scope of the post and the preferential policies enterprises can enjoy by setting the post.
Secondly, docking with university resources: The government should establish a docking platform to collect the research fields, achievements and other information of experts and scholars from universities and to learn about the technological demands and development directions of technological enterprises in Jiashan, providing basis for the precise match between the two parties.
Thirdly, subsidy support: setting special subsidy funds for employed enterprises.
Fourth, establishing an assessment and incentive mechanism: formulating a scientific and reasonable assessment mechanism, and providing extra rewards for consultants passing the assessment with excellent scores and enterprises that actively cooperate to acquire remarkable profits.
Fifth, providing supporting services: providing all-round supporting services, including hardware and software in both life and work, to ensure they can put their heart and soul into the scientific research and innovation of the enterprises.
Sixth, contributing to achievement transformation: The government should encourage and support the achievement transformation of scientific research projects jointly conducted by enterprises and their “Chief Scientists” or “Chief Scientific Consultants”.
Suggestion 2: constructing a “talent magnetic field” with Jiashan features, and solving the difficult problem of high-end talent introduction
First, the individual income tax refund policy: implementing the individual income tax refund policy for high-end talents.
Second, children's education guarantee: cooperating with high-quality education resources in Shanghai and establishing special education cooperation programs to provide chances for high-end talents’ children to study in high-quality schools in Shanghai.
Third, accommodation: purchasing or renting a batch of housing resources in Shanghai regions near Jiashan as apartments for high-end talents, providing them with free or low-rent housing choices.
Four, medical guarantee: building in-depth cooperative relations with renowned hospitals in Shanghai and opening green medical channels.
Five: convenient transportation: providing exclusive transportation services for high-end talents, such as arranging special commuter buses between Jiashan and major working areas in Shanghai, solving the daily commuting problem for the talents.

Firstly, setting up the ESG thinktank cooperation mechanism: Relevant government departments and state-owned enterprises should actively build long-term cooperative relations with famous ESG research institutes and consulting companies at home and abroad to ensure the stability and sustainability of their thinktank services.
Secondly, pushing forward the ESG integration decision procedures: including ESG evaluation in the government’s decision-making process for economic and social development planning and industrial policies, and the conduction of major project investment, strategic planning and investment promotion by state-owned enterprises.
Thirdly, enhancing ESG information disclosure and supervision: demanding government departments and state-owned enterprises to regularly release ESG reports, publicizing their work progress and achievements in environmental, social and corporate governance.
