On the afternoon of April 9^th, Qiang Li, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of State Council, presided over an economic situation expert and entrepreneur symposium to listen to opinions and suggestions concerning the current economic situation and next-step economic work.

Visiting Professor of FISF Jianguang Shen attended the conference and gave a speech.

Attending guests asserted that the Chinese economy had been going generally smooth since the start of this year, and was heading towards a new and positive direction with new kinetic energy faster and stronger. Despite the many difficulties brought by external environment, our economy was bearing an optimistic outlook in the long run, as it had great advantages, strong resilience and huge potentials. They also presented opinions and suggestions on how to respond to external impacts and promote continuous economic growth.

Having listened to speeches given by experts and entrepreneurs, Qiang Li advised that given the specificity of the current economic situation, stakeholders should stay calm and composed when dealing with all kinds of risks and challenges under the firm leadership of the Party Central Committee with Comrade Jinping Xi as the core. She further stated that the economic operation in the first quarter had carried on an upward trend. Meanwhile, it should be soberly noted that external impacts did exert pressure on the stability of economic development in China. For this we have made adequate estimation and fully prepared for all sorts of uncertainties. Throughout history, we have always maintained development by overcoming difficulties and challenges. So as long as we keep confident, united and diligent, doing well our own business with a firm attitude, we can definitely turn challenges into opportunities, pushing forward the steady and far-reaching development of the Chinese economy.

Li stressed that in face of new changes in both the domestic and overseas situations, it was extremely important to do a good job in the second-quarter and next-step economic work, adding more power and energy into various tasks continuously. We should conduct more positive macro policies, take proactive action in advance to ensure the execution and effectiveness of established policies, introduce new incremental policies in time based on situations, and tackle the uncertainties of the external environment through powerful and effective policies. Also, it is necessary to expand and strengthen the domestic economic cycle, take domestic demand expansion as the long-term strategy, and put more efforts into stabilizing employment and increasing income. Promotion of consumer goods trade-in should be accompanied by accelerated release of service consumption potential, enhanced integration of technological innovation and industrial innovation, and leading and creating demands with high-quality supply. We need to fully activate the vitality of all business entities, further implement various supportive policies, pay special attention to regulating enterprise-related law enforcement, and better solve issues like overdue accounts and financing difficulties and costliness, actually helping enterprises settle problems arising in the development process and providing them with a better development environment and policy services.

Qiang Li hoped that the many entrepreneurs should embrace a strong sense of patriotism when taking responsive measures to promote growth and leading their enterprises to a stronger, higher-level future, and should make more contributions to the development of the whole country. He also conveyed his wish that experts and scholars equipped with professional advantages should propose a series of forward-looking, constructive suggestions on new circumstances and new problems incurred in the process of business operation.

Trend of a new type of consumption development in the digital economy and corresponding advice

With the rapid development of digital economy and the deepening integration of digital technology and real economy in recent years, a new type of consumption featuring a digital, green, healthy and China-chic tendency has become the “compass” of the optimization and upgrading of consumption structure.

Firstly, digital consumption stimulates the efficient docking of supply and demand and promotes consumption expansion and quality improvement; secondly, green consumption is compliant with the great trend of energy saving and emission reduction and speeds up the transformation and upgrading of industrial structure; thirdly, in the context of “an aging society”, demands for healthy consumption has been expanding, and digitization has constantly broadened medical health services; and fourthly, China-chic consumption pushes forward the combination of goods and culture, injecting new vitality to traditional consumption.

To completely release the potential of the new type of consumption, joint efforts should be made in the following four aspects:

First, make more innovative policies to better support private economic platform enterprises, and facilitate the integrating innovative consumer services of large-, medium- and small-scale enterprises; second, improve the supervision mode and methods of digital technology innovation to create an open and fair consumption innovation environment; third, effectively link up consumption stimulation policies like trade-in with the development of new quality productive forces, forming a supply and demand linkage; and fourth, actively develop consumption credit and enhance the coordination between financial support and fiscal subsidies for the trade in of consumption goods.
